PREAMBLE
WHEREAS, the State of San Andreas has witnessed a persistent rise in gang-related violence, leading to increased crime, loss of life, and diminished public safety across our communities; and
WHEREAS, gang activity continues to pose a serious threat to the social and economic well-being of residents, with recruitment efforts targeting vulnerable youth and criminal enterprises engaging in violent and illegal activities; and
WHEREAS, it is imperative that the State adopt a comprehensive approach to combat gang violence by addressing its root causes, dismantling organized crime networks, and providing intervention programs for those seeking to leave gang life; and
WHEREAS, the State recognizes that reducing gang-related violence requires a balanced approach between enforcement, prevention, and rehabilitation, ensuring public safety while upholding justice and fairness;
THEREFORE, I, Richard Engelwood, Governor of the State of San Andreas, do hereby enact the Gang Violence Prevention and Intervention Act, establishing a statewide framework to combat gang violence through proactive prevention, enhanced enforcement, and targeted rehabilitation programs.
SECTION 1: TITLE
This act shall be known as the "Executive Protection Units Act."
SECTION 2: PURPOSE
The purpose of this act is to establish a unified and structured framework for executive protection, ensuring the safety and security of the Governor’s Cabinet through a coordinated effort between the Los Santos Police Department (LSPD) and the San Andreas Highway Patrol (SAHP).
SECTION 3: DEFINITIONS
Executive Protection – Security measures and strategies employed to protect the Governor’s Cabinet from potential threats and ensure their safety during official duties and public appearances.
Cabinet – Appointed officials serving directly under the Governor, including but not limited to department heads and advisors.
Director of State Security – An appointed member of the Governor’s Cabinet responsible for overseeing the EPU initiative, coordinating security efforts, and communicating security needs for Cabinet members.
SECTION 4: COLLABORATIVE FRAMEWORK
A. Establishment of the Executive Protection Units (EPU)
Two Executive Protection Units (EPU) shall be established, comprised of designated representatives from LSPD and SAHP.
The EPUs shall be responsible for:
Coordinating executive protection efforts.
Conducting risk assessments.
Developing security plans for the protection of the Governor’s Cabinet.
B. Jurisdictional Responsibilities
LSPD Responsibilities
When the Governor and Cabinet are within the city of Los Santos, the Los Santos Police Department (LSPD) EPU will serve as the primary agency responsible for their security.
The SAHP may provide assistance, coordinated through the LSPD EPU subdivision lead.
SAHP Responsibilities
When the Governor and Cabinet are outside Los Santos, the San Andreas Highway Patrol (SAHP) EPU will assume primary responsibility for their security.
The SAHP EPU will operate as a specialized faction within its Special Response Team subdivision and will be the sole agency responsible for executive protection outside the city of Los Santos.
Jurisdictional Collaboration
LSPD will exclusively handle security within the city of Los Santos.
SAHP will exclusively handle security outside the city of Los Santos.
In the event of a statewide threat to the Governor or Cabinet, LSPD and SAHP will coordinate under SAHP leadership to ensure unified protection efforts.
SECTION 5: DIRECTOR OF STATE SECURITY
The Director of State Security shall oversee the EPU initiative, ensuring the seamless coordination of security efforts for the Governor and Cabinet.
Communication between the Governor’s Office and the EPUs (LSPD and SAHP) shall primarily go through the Director of State Security.
The Director of State Security shall notify the EPUs when protection is required for Cabinet members and coordinate the necessary resources.
The Director has the authority to be present with protection details and Cabinet members during official events, public appearances, and other situations requiring security oversight.
SECTION 6: TRAINING AND RESOURCES
All EPU members shall receive specialized training in executive protection, crisis management, and threat assessment.
Joint training exercises between LSPD and SAHP shall be conducted to ensure interagency readiness.
The state shall allocate necessary funding and resources to equip both agencies with the tools and personnel needed to fulfill their responsibilities under this act.
SECTION 7: REPORTING AND ACCOUNTABILITY
The EPUs shall report quarterly to the Governor’s Office on their activities, including any incidents, threats, or security concerns involving the Cabinet.
An annual review of the collaboration and effectiveness of the Executive Protection Units shall be conducted, with recommendations for improvement submitted to the Governor.
SECTION 8: EFFECTIVE DATE
This act shall take effect immediately upon passage and approval.
SECTION 9: SEVERABILITY CLAUSE
If any provision of this act is found to be invalid or unconstitutional, the remaining provisions shall continue in full force and effect.
SECTION 10: ENACTMENT
This act shall be enacted and enforced as a matter of law within the State of San Andreas.
SECTION 11: CONCLUSION
The Amended Executive Protection Units Act establishes a clear, structured, and collaborative framework for executive security in the State of San Andreas. Through the coordinated efforts of LSPD and SAHP, this law ensures that the Governor and Cabinet members receive comprehensive protection in all jurisdictions. This act also enhances accountability, training, and operational efficiency to safeguard the highest officials of the state.
With the power vested in me by the will of the People of the Great State of San Andreas, I hereby enact the Amended Executive Protection Units Act (Executive Order No. 2024-02) into law.
