INVESTIGATION AUTHORITY ACT Signed into Law by Governor Richard Engelwood

PREAMBLE

WHEREAS, the State of San Andreas recognizes the necessity of a centralized investigative authority to handle threats and criminal cases involving state officials with efficiency and professionalism; and WHEREAS, ensuring the safety and security of high-ranking government officials is critical to maintaining the stability and proper functioning of the State; and WHEREAS, a standardized investigative framework under a single authority will improve coordination, response time, and transparency in cases involving state officials;

THEREFORE, I, Richard Engelwood, Governor of the State of San Andreas, hereby enact the Investigation Authority Act, known as Executive Order No. 2024-04, establishing the San Andreas Highway Patrol (SAHP) as the primary investigative agency for all threats and criminal activity involving state officials.

SECTION 1: DESIGNATION OF PRIMARY AUTHORITY

  1. San Andreas Highway Patrol (SAHP) Jurisdiction

    • The SAHP is hereby designated as the primary investigative agency for all cases involving:

      • The Governor and Lieutenant Governor.

      • Members of the Governor’s Cabinet.

      • State Legislators.

      • Other high-ranking state officials.

  2. Limited Role of Local Law Enforcement

    • Local law enforcement agencies may only provide assistance upon explicit request by the SAHP or by direct order from the Governor’s Office.


SECTION 2: RESPONSIBILITIES OF THE SAHP

  1. Primary Investigative Responsibilities

    • The SAHP shall lead all investigations involving threats, criminal activity, or security risks related to state officials.

    • The SAHP shall coordinate intelligence and resources with local, county, and federal agencies as necessary.

  2. Coordination with the Executive Protection Act

    • The Executive Protection Act shall govern security and protection responsibilities, ensuring clear operational boundaries between investigative and protective services.

  3. Reporting and Transparency

    • The SAHP must provide regular case updates to the Governor’s Office and other designated state authorities.


SECTION 3: ROLE OF LOCAL LAW ENFORCEMENT

  1. Jurisdictional Deference

    • Local law enforcement agencies must defer jurisdictional authority to the SAHP for any cases involving state officials.

  2. Permitted Assistance

    • Local agencies may assist the SAHP by:

      • Preserving evidence and securing crime scenes.

      • Providing personnel or logistical support upon request.

      • Sharing relevant intelligence as needed.


SECTION 4: REPORTING AND ACCOUNTABILITY

  1. Record-Keeping

    • The SAHP shall maintain detailed records of all investigations involving state officials.

  2. Quarterly Reporting

    • A quarterly report summarizing investigative findings must be submitted to the Attorney General’s Office, with sensitive information redacted as required by law.


SECTION 5: ENFORCEMENT AND COMPLIANCE

  1. Mandatory Compliance

    • All law enforcement agencies within the State of San Andreas are required to comply with this Executive Order.

  2. Administrative Review and Penalties

    • Failure to comply with this Order may result in administrative review and potential penalties, as determined by the Governor’s Office.


SECTION 6: EFFECTIVE DATE

This Executive Order shall take effect immediately and remain in force until rescinded or superseded by subsequent orders.
