GANG VIOLENCE PREVENTION AND INTERVENTION ACT Signed into Law by Governor Richard Engelwood

PREAMBLE

WHEREAS, the accurate collection and reporting of crime statistics are essential for law enforcement agencies to effectively combat crime, allocate resources, and enhance public safety; and

WHEREAS, a standardized statewide system for crime data reporting will ensure transparency, improve accountability, and support data-driven decision-making in law enforcement operations; and

WHEREAS, the State of San Andreas is committed to fostering trust between law enforcement agencies and the public by ensuring that crime data is consistently collected, reported, and made accessible for review;

THEREFORE, I, Richard Engelwood, Governor of the State of San Andreas, hereby enact the Crime Reporting Data Act, known as Executive Order No. 2024-03, to establish a uniform system for crime data collection and reporting statewide.

SECTION 1: COMMUNITY DEVELOPMENT AND PREVENTION PROGRAMS

  1. Youth Empowerment Initiatives

    • Establish after-school programs in high-risk neighborhoods offering mentorship, sports, arts, and skill-building activities.

    • Provide state funding for nonprofit organizations dedicated to gang prevention and youth engagement.

  2. Job Training and Employment Opportunities

    • Partner with local businesses to create job training programs and paid internships for at-risk youth.

    • Offer financial incentives to businesses that employ individuals transitioning out of gang life.

  3. School Safety Programs

    • Implement school-based intervention programs led by trained counselors and former gang members to educate students on the dangers of gang involvement.

SECTION 2: ENHANCED LAW ENFORCEMENT MEASURES

  1. Community Policing Expansion

    • Increase the presence of community-based law enforcement officers to build trust and gather intelligence on gang activity.

    • Provide additional training for officers on gang dynamics, conflict de-escalation, and cultural awareness.

  2. Enhanced Penalties for Gang Crimes

    • Strengthen penalties for gang leaders and repeat offenders involved in violent crimes.

    • Introduce stricter measures for illegal firearms trafficking linked to gang activities.

SECTION 3: REHABILITATION AND REINTEGRATION

  1. Gang Member Exit Programs

    • Develop pathways for gang members to leave gang life, including access to housing assistance, substance abuse treatment, and professional counseling.

    • Offer reduced sentences for gang-affiliated individuals who cooperate with law enforcement and successfully complete rehabilitation programs.

  2. Restorative Justice Initiatives

    • Partner with community organizations to facilitate mediation between rival gangs to reduce violence.

    • Promote public service opportunities for former gang members to help repair harm done to their communities.

SECTION 4: PUBLIC AWARENESS AND REPORTING

  1. Anonymous Tip Line

    • Launch a state-run hotline and mobile application allowing residents to anonymously report gang-related activities.

    • Offer monetary rewards for information leading to the arrest and prosecution of gang leaders.

  2. Public Awareness Campaigns

    • Fund statewide initiatives to educate the public on the dangers of gang involvement and available resources for prevention and rehabilitation.

SECTION 5: FUNDING AND OVERSIGHT

  1. Funding Allocation

    • Allocate $10 million annually to support prevention, enforcement, and rehabilitation initiatives outlined in this act.

    • Establish grants for local governments and organizations demonstrating effective strategies in reducing gang violence.

  2. Oversight Committee

    • Create the San Andreas Gang Violence Oversight Division (SAGVOD) to monitor the implementation of this act, evaluate its effectiveness, and recommend policy adjustments as necessary.

SECTION 6: EFFECTIVE DATE

This State Act shall take effect immediately upon signing and remain in effect until amended, rescinded, or superseded by subsequent legislation.
